Kelly asks U.S. Fish & Wildlife for ‘innovative solutions’ to Quivira water rights issue

Gov. Laura Kelly wants an answer to the ongoing battle over water rights at the Quivira National Wildlife Refuge in central Kansas. She sent a letter Friday to Martha Williams, director of the U.S. Fish and Wildlife Service, expressing concern that the agency’s call to secure its senior water rights could affect agriculture and the economy for surrounding communities.
