Job Description:

The Kansas Department of Health and Environment has a Data/CQI Coordinator opening in Topeka. This position will be a program consultant and liaison for the Kansas Department of Health and Environment (KDHE) Maternal, Infant, Early Childhood Home Visiting (MIECHV) program and partners for performance planning, Continuous Quality Improvement (CQI), and/or Evidenced-Based Home Visiting (EBHV) model implementation to monitor health status to identify community health problems and trends, provides technical assistance to reduce health risk and promotes better health through public health services (e.g., develops, implements, monitors, and evaluates statewide Home Visiting CQI plan as required. Monitors, evaluates, and provides technical assistance to local agencies and/or funded entities in implementation to fidelity efforts, program performance planning, use of child and family screening and measurement tools, and qualitative data collection efforts, through onsite visits, telephone contact and/or printed surveys for compliance with state and federal requirements. Assists in assessing and/or planning Home Visiting service delivery to specified populations by providing qualitative assessment and analysis of available outcome data.

Job Responsibilities may include but are not limited to the following:

Integrate quality improvement and assurance within the activities of the Local Implementing Agencies (LIA).  Participate in the development and implementation of a CQI plan for existing LIAs. Provide quality improvement technical assistance and planning onsite and in small groups (person to person, webinars) to KS MIECHV programs in coordination with the state team and contracted evaluation team; monitor and assist sites through various site visits, calls, and meetings. Coordinate and assist efforts with the contracted evaluation team to ensure that sites are engaged in continuous quality improvement of home visiting activities, particularly as related to the MIECHV benchmark indicators. Assist all evaluation activities and research activities for HV models in concert with the contracted evaluation team.

Assist and/or coordinate planning of home visiting workforce development activities for LIAs and targeted training for special populations in collaboration with the Program Director and contracted evaluation team when appropriate; include LIAs in the planning and training process; assist in monitoring maintenance of accurate files, records, and reports for training and technical activities, in coordination with the Program Director, Data team and evaluation team.  Attend and present when appropriate at local, state, and national educational programming to enhance knowledge and professional development.

Minimum Qualifications:

Education:

  • Bachelor’s degree in organizational development, human services, early childhood education, social work, public health, public administration, psychology, human development, child development or other related fields.

Licensing & Certification:

  • Valid Driver’s License – Incumbent is required to have and maintain a valid driver’s license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.

Preferred Qualifications:

Any additional skills, experiences, or qualifications that would be beneficial, but aren’t strictly necessary.

  • One year experience in data management and/or CQI processes.
  • One year experience in federal grant work.
  • Understanding data and related information sources for designing CQI processes.
  • Two years’ experience in public health, early education, or maternal/child health.
  • Proofreading, editing, attention to detail.
  • Word, Excel, PowerPoint, Access.
