Job Description

The Kansas Department of Health and Environment has a FLEX/SHIP Program Analyst opening in Topeka. Do you have experience or interest in grant writing and grant management? Would you like participate in programs that support Kansas primary care and rural health systems of care? This position manages the Medicare Rural Hospital Flexibility Program (FLEX) and Small Hospital Improvement Program (SHIP) grants, overseeing activities aimed at achieving grant objectives in population health management, quality improvement, financial operations, and rural EMS enhancement.

The position utilizes regional, state, and national resources to gather, maintain, interpret, and provide technical assistance to health care providers and other stakeholders. This role tracks technical assistance instances for submission for federal grant reporting and develops resources and tools that support the training needs and current capacity of primary care and rural health clinics. This position also supports peers and program leadership in grant writing and completing reports.

Successful candidates will have a high school diploma and one year of experience in planning, organizing, grant work of a department, program, or agency. Education in business, communication, health administration, or a public health-related field may be substituted for the required experience. Ability to communicate and attention to detail required.

Job Responsibilities may include but are not limited to the following:

Manage Medicare Rural Hospital Flexibility Program (FLEX) and Small Hospital Improvement Program (SHIP) grants, overseeing activities aimed at achieving grant objectives in population health management, quality improvement, financial operations, and rural EMS enhancement. Monitor grant activities, deadlines, and compliance, ensuring timely completion of work plan objectives. Support contracted vendors in organizing virtual and in-person training, conducting site visits, and offering technical assistance. Contribute to budget review processes and program evaluations. Collaborate with internal and external stakeholders on work plan execution. Assist in preparing grant progress reports and competitive grant applications. Represent the organization at regional and national conferences as required by Federal grantors.

Conducts research and data analysis demonstrating the effectiveness and impact of the FLEX and SORH grants. Maintains knowledge of rural health policy, best practices, grant requirements, and improvement initiatives related to improving access to care. Identifies and keeps track of policies, legislation and regulations that address rural primary health care needs in Kansas. Collaborates with Bureau staff to produce resources such as flow charts, issue briefs, reports, or other publications to share research, best practices and various processes related to rural health care systems and delivery. Delivers technical assistance to clinics and hospitals by crafting letters of support, verifying eligibility for rural health clinic development, and facilitating transitions to innovative care models like the Rural Emergency Hospital.

Minimum Qualifications

  • One year of experience in planning, organizing, and directing the work of a department, program, or agency. Education in business, communication, health administration, or a public health-related field may be substituted for the required experience.
  • Strong interpersonal communication skills.
  • Proofreading, editing, attention to detail.
  • Word, Excel, PowerPoint, Access.
  • Experience writing and developing grant applications or reports.
  • Familiarity with rural health care landscape.
  • Strong organizational and time management skills.

Education:

  • High School, GED

Licensing & Certification:

  • Valid Driver’s License – Incumbent is required to have and maintain a valid driver’s license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.

Preferred Qualifications

Any additional skills, experiences, or qualifications that would be beneficial, but aren’t strictly necessary.

  • Bachelor’s degree in Business, Human Services, Health or Public Administration, Health Care Occupation, or related field.
  • Problem solving skills and ability to adapt to changing priorities.
  • Experience with Health Care Administration in Hospital or Clinic Setting.
  • Experience developing/managing budgets.
  • Ability to work independently and effectively.
