Job Description:

The Bureau of Waste Management is seeking a Professional Environmental Engineer Supervisor (Unit Manager) for the Solid Waste Landfills Permit Unit. The position is responsible for leading a team of 6 in implementing the Kansas solid waste landfills permit program. The position also requires oversight of staff who are responsible for developing a permit program for coal combustion residual landfills and surface impoundments.

Applicants with one of the following qualifications will be considered:

-EIT with 4+ years of experience in environmental engineering or

-a licensed professional engineer

Job Responsibilities may include but are not limited to the following:

PERMIT APPLICATIONS: Reviews complex permit applications for new solid waste disposal facilities and modifications to existing permits, plans/specifications, reports and associated items dealing with design, construction, operation, closure and post-closure care of solid waste landfills to evaluate conformance with the state solid waste statutes, regulations, policies, guidance and other appropriate standards.

SUPERVISORY RESPONSIBILITIES: This includes planning, organizing, coordinating and directing the Unit for the permitting of solid waste disposal activities. This task is accomplished by making work assignments, reviewing subordinates work products, setting performance standards, supporting career development, communicating effectively, and providing a positive work environment.  Latitude is given for independent administrative and engineering decisions.

PUBLIC MEETINGS, EVENTS and TECHNICAL GUIDANCE TO BUREAU STAFF: Represents the section at meetings, hearings, training seminars and conferences with the public, the regulated community, organizations, consultants, local government officials and other state or federal agencies.  Assist in preparing and conducting training seminars for field staff and the regulated community. Provide technical advice in dealing with solid waste disposal and environmental engineering to Bureau of Waste Management personnel for making sound technical decisions and for assuring compliance with state and federal solid waste disposal regulations.  This task is accomplished by utilizing knowledge, advanced education, and expertise in the field of environmental and civil engineering as it relates to the design, construction, operations, closure, post-closure care, and corrective action at solid waste disposal facilities.

Minimum Qualifications:

  • Professional engineering license recognized by the Kansas Board of Technical Professions

Education:

The minimum level of education and experience required to perform the job.

  • Bachelor’s degree in Civil, Environmental, or Chemical Engineering (Accredited Program).

Licensing & Certification: 

  • Valid Driver’s License – Incumbent is required to have and maintain a valid driver’s license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.

Preferred Qualifications: 

Any additional skills, experiences, or qualifications that would be beneficial, but aren’t strictly necessary.

  • Master’s degree in Civil/Environmental/Agricultural/Geotechnical Engineering from an ABET accredited university.
  • 2 years’ experience as a supervisor
  • 2 years’ experience in State and Federal regulations.
  • Word, Excel, PowerPoint, Access
  • Proofreading, editing, attention to detail
  • Attention to detail reviewing engineering plans/ reports
  • Skills with soils engineering, stormwater management and solid waste
  • Skills with management regulation experience.
  • Good written and oral communication skills
