Job Description:

The Kansas Department of Health and Environment has an Environmental Compliance/Regulatory Specialist opening in Topeka. This position will serve as Safe Drinking Water Act Rule Compliance Officer for all Public Water Supply Systems in Kansas. Compile and make the final technical review of laboratory, operational reports, and other pertinent data to identify cases of non-compliance and the appropriate enforcement to be taken in accordance with federal and state regulations. Determine if test levels exceed maximum contaminant levels (MCL) for each analyte, monitoring requirements and operational conditions of the; Revised Total Coliform Rule, the Groundwater Rule, the Lead and Copper Rule, the Radionuclide Rule, the Phase II and V Rule (inorganic/organic chemistry), the Stage 2 Disinfection Byproducts Rule, the Surface Water Treatment Rule and other assigned portions of the Federal Safe Drinking Water Act (SDWA). Record violations, follow-up actions and responses in SDWIS drinking water database. Carry out duties independently as subject matter expert on the lead and Copper Rule Revisions and Rule Improvements including review Lead Service Line Inventory and Lead Service Line Replacement Plans for compliance with the Lead and Copper Rule. Administer lead service line replacement grants program to water systems.

Job Responsibilities may include but are not limited to the following:

Timely notify public water supply officials, by formal correspondence, of violations of state and federal maximum contaminant levels (MCL), monitoring and operational requirements for all Rules of the Safe Drinking Water Act.  Advise officials of public notice requirements or when acute Health Advisories should be issued.  Propose, develop, and evaluate corrective actions to public water supply officials.  Make recommendations to the enforcement officer concerning the need to initiate enforcement actions.

Make regular contact with the public, municipal officials, operators of public water supplies, water chemistry laboratory personnel, field staff, EPA personnel and other state and federal agencies regarding general water quality and monitoring issues.  Advise officials of need for and possibilities for treatment, maintenance or repairs needed to improve water quality.

Qualifications: 

  • Four years of experience in an environmental field and/or program. Education may be substituted for experience as determined relevant by the agency.

Education:

The minimum level of education and experience required to perform the job.

  • High School, GED

Licensing & Certification: 

  • Valid Driver’s License – Incumbent is required to have and maintain a valid driver’s license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.

Any additional skills, experiences, or qualifications that would be beneficial, but aren’t strictly necessary.

  • Bachelor’s degree in Environmental/Physical Science or Chemistry.
  • Word, Excel, PowerPoint, Access.
  • Proofreading, editing, attention to detail.
  • Technical writing.
  • Experience in establishing and maintaining effective working relationships.
  • Experience maintaining records, assembling data, and preparing reports.
  • Experience applying statistical procedures in the analysis of environmental/chemical data.
  • Knowledge of the principles of natural science related to environmental control or natural resources.
  • Ability to interpret and apply federal, state, and local environmental laws and regulations.
  • Knowledge of the methods, procedures, and purposes of scientific investigations and analysis.
