The Kansas Department of Health and Environment has a Bureau Director opening in Topeka. This position plans, organizes, and directs the statewide programs in the Bureau of Environmental Remediation. This position is responsible for setting program performance goals and standards, setting program priorities and managing the budget for all the programs.
Job Responsibilities may include but are not limited to the following:
Identifies and resolves complex problems related to the programs in the Bureau of Environmental Remediation. Establishes guidelines and procedures for the administrative and technical operations of the bureau. Develops bureau policies and provides that information to legislative committees, state agencies, environmental groups, and the public. Propose rules and regulations, and amendments thereto, to carry out the assigned duties of the Bureau Director.
Review and interpret federal and state laws, regulations, and technical standards to enforce or clarify those requirements to the regulated community, legislative representatives, other state agencies and management.
Prepare the bureau’s budget, oversee expenditures, and determine staffing needs. Develops the Bureau’s annual budget in accordance with agency directives and timetables. Secure federal resources to supplement the state resources to accomplish the bureau’s objectives. Optimize the activities of the bureau to ensure efficient use of the resources.
Minimum Qualifications:
The minimum level of education and experience required to perform the job.
Qualifications
- Five years of experience in a field of environmental/agricultural sciences or natural sciences/resources.
- Two years of supervisory experience.
Education:
- Bachelor’s degree in environmental science, geology, hydrogeology, or engineering.
Licensing & Certification:
- Valid Driver’s License – Incumbent is required to have and maintain a valid driver’s license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
Preferred Qualifications:
Any additional skills, experiences, or qualifications that would be beneficial, but aren’t strictly necessary.
- Five years of experience with soil and groundwater investigation and cleanup.
- Five years of supervisory experience.
- Five years of experience with program administration and management.
- Proofreading, editing, attention to detail.
- Word, Excel, PowerPoint, Access.
