Job Description:

This position serves as a staff attorney in the Office of Chief Counsel (OCC) within the Department of Administration.  The staff attorney reports directly to the Chief Counsel of the Kansas Department of Administration.

This position provides general legal assistance within OCC.  These duties include:

  • Perform legal research on behalf of Chief Counsel, agency directors, and the Secretary of Administration;
  • Review applicable statutes, regulations, and court orders which may affect Department functions;
  • Review and respond to requests made to the Department under the Kansas Open Records Act;
  • Prepare, analyze, and interpret legal documents, instruments, and correspondence as required;
  • Keep the Office of Chief Counsel Continuity of Operations Plan up to date and ensure functionality of the same;
  • Draft policies and procedures on behalf the Department and other state agencies;
  • Participate in certain boards and committees as a voting member;
  • Appear in court as necessary;
  • Assist in handling Kansas Human Rights Commission and/or EEOC compliants;
  • Review, analyze, and revise contracts;
  • Prepare and/or revise Memoranda of Understanding with other state agencies; and
  • Work with Legal Assistant to organize and host semi-annual CLE seminars for state government attorneys.

Duties and Qualifications:

  • Work directly with all Department of Administration business units and customer agencies on legal matters
  • Provide regular reporting
  • Strong problem-solving skills
  • Exhibit excellent analytical skills, the ability to manage multiple projects under strict timelines, as well as the ability to work well in a demanding, dynamic environment and meet overall objectives
  • High level of personal integrity, as well as the ability to professionally handle confidential matters, and show an appropriate level of judgment
  • High degree of initiative, dependability, and ability to work with little supervision
  • Excellent written and verbal communication skills, interpersonal and collaborative skills, and the ability to communicate legal concepts to others

The successful candidate will have a Juris Doctorate from an institution accredited by the American Bar Association; be admitted to the practice of law in Kansas; demonstrated capacity to deliver legal advice, work collaboratively, and establish positive interaction in a complex environment involving an array of distinct constituencies; and evidence of strong written and oral communication skills.

Minimum Qualifications:

The minimum level of education and experience required to perform the job.

The successful candidate will have a Juris Doctorate from an institution accredited by the American Bar Association; be admitted to the practice of law in Kansas; demonstrated capacity to deliver legal advice, work collaboratively, and establish positive interaction in a complex environment involving an array of distinct constituencies; and evidence of strong written and oral communication skills.

Salary Range

$ $60,000 to $75,000
