Job Description:

The entry level Attorney position will support the Division of Public Health or Environment within the Kansas Department of Health and Environment.  Duties include administrative and judicial litigation, review of contracts, memorandums of understandings and similar documents, drafting of legal documents including policy, regulations, and litigation documents, advising staff concerning specific issues, managing open records for the division, and other legal duties as assigned.

Job Responsibilities may include but are not limited to the following:

  • Advise staff on all agency legal matters from uncomplicated to complex. Interface with other government entities having jurisdiction in these matters and other persons outside the agency including attorneys, investigators, witnesses, and technical consultants. Drafts and reviews legislative proposals and administrative regulations.
  • Participates in case negotiations, represents the agency in administrative and judicial hearings, including appellate courts. Works with considerable independence in performing all legal work related to assignments in an agency having legal issues of moderate to high complexity.

Minimum Qualifications

  • Certificate of admission to the Bar of the Supreme Court of Kansas or temporary permit to practice law issued by the Supreme Court of Kansas.
  • Pending admittance to the Bar of the Supreme Court of Kansas

Education:

  • Juris Doctor or Equivalent

Licensing & Certification:

  • Valid Driver’s License – Incumbent is required to have and maintain a valid driver’s license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
  • Certificate of admission to the Bar of the Supreme Court of Kansas or temporary permit to practice law issued by the Supreme Court of Kansas.
