Job Description:

The position (K0239154) Plans, organizes, and directs the statewide activities of the Bureau of Waste Management to make work assignments, set performance standards, conduct personnel evaluations, set staff priorities, support career development, stimulate productivity, and provide a creative work environment.  Responsibilities include providing both administrative and technical direction and guidance.  This bureau implements the state’s solid and hazardous waste permitting, outreach, planning, compliance, enforcement, clean-up, waste reduction, and grant programs.

Job Responsibilities may include but are not limited to the following:   Establishes general guidelines and procedures for the administrative, technical operations, and activities of the Bureau of Waste Management.  Develops state policy for all programs within the bureau and presents such policies before legislative committees and other public forums as required.  Explains and interprets various federal and state laws, regulations, and standards to enforce and clarify those relating to the administrative and technical operations of bureau programs.  Proposes and develops rules and regulations, and amendments thereto, to carry out assigned activities and functions.

Minimum Qualifications

  • Four years of experience in planning, organizing, and directing the work of a department, program, or agency.

Education:

  • High School, GED

Licensing & Certification:

  • Valid Driver’s License – Incumbent is required to have and maintain a valid driver’s license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.

Preferred Qualifications:

Any additional skills, experiences, or qualifications that would be beneficial, but aren’t strictly necessary.

  • Bachelor’s degree in biology, chemistry, engineering, geology, hydrology, legal or env. science
  • Word, Excel, PowerPoint, Access
  • Proofreading, editing, attention to detail.
  • Management experience with diverse professional and support staff
  • Experience with legislative activities, testimony, and analysis of state and federal proposals
  • Excellent leadership and conflict resolution skills
  • Knowledge of state and federal laws and regulations regarding waste management
  • 5 years of supervisory experience.
  • 5 years of project management experience.
  • 5 years of program management experience.
