Provides innovative leadership and responsive oversight of the programs, staff and operations of the following Business Development Teams for the lead economic development agency in Kansas.
- Existing Business Retention and Expansion
- Domestic Business Recruitment, and
- Business Finance Programs
Job Responsibilities:
Develops critical relationships and works collaboratively with, as well as seeks feedback from, local and regional economic development professionals and organizations to grow, diversify and expand the Kansas economy and rebuild the image of Kansas. Advises the Secretary and Administration regarding policy to improve the Return on Investment (ROI) of the State’s business incentives.
Drives internal administrative improvements to create program delivery efficiencies for constituents. Serves on the Secretary’s Leadership Team. Prepares and strategizes including enhancements to the Business Development Division budget and has approval authority of all division expenditures. Tracks expenditures against budget to ensure alignment.
Works collaboratively with the agency’s marketing team and Team Kansas to organize and execute in-state and out-of-state site consultant events, business recruitment events, trade shows and conferences that position Kansas competitively and enhances the image of the state. Works collaboratively with International Trade Division to coordinate international trade missions, host international delegations and recruit international investment of Kansas. Works collaboratively with the Community Development Division and NetWork Kansas to ensure coordination in delivery or programs and use of incentives.
Stays current with the economic development environment in competitive and peer states to ensure Kansas is well positioned to attract new business and grow existing businesses. Develops an annual strategy aligned with the economic blueprint adopted by the state.
Provides full range, direct supervision and management of staff. Establishes a team-based approach to the work of the division. Establishes performance expectations and priority outcomes, evaluations performance, provides employee counseling and guidance, and assigns work.
Makes recommendations that carry particular weight to appointing authority with regard to hiring, disciplinary actions, and terminations.
Minimum Qualifications:
- Bachelor’s degree
- Six years’ experience in Business Development
- Ability to manage a diverse and geographically disbursed team and ensure coordination across all programs.
- Employs a strategy of continuous improvement.
- Demonstrates trusted leadership internally and externally.
- Innovative, creative self-starter
- Ability to delegate and monitor progress of delegated work.
