Job Description
Position Summary & Responsibilities: The Bureau of Waste Management is seeking a Professional Environmental Engineer Supervisor position (K0225876) for the Solid Waste Landfills Permit Unit. The position is responsible for leading a team of 6 in implementing the Kansas solid waste landfills permit program. The position also requires oversight of staff who are responsible for developing a permit program for coal combustion residual landfills and surface impoundments.

Applicants who possess these qualifications will be considered:
– Kansas Professional Engineering license
– Experience in landfill and soil engineering

Job Responsibilities may include but are not limited to the following:
PERMIT APPLICATIONS: Reviews complex permit applications for new solid waste disposal facilities and modifications to existing permits, plans/specifications, reports and associated items dealing with design, construction, operation, closure and post-closure care of solid waste landfills to evaluate conformance with the state solid waste statutes, regulations, policies, guidance and other appropriate standards. The individual interacts with the applicant and/or their consultant verbally and/or in writing to inform them of any deficiencies in the documents and provides direction on how to correct the deficiencies. If/when deficiencies are corrected, the individual either: (a) approves the request; (b) prepares a permit concurrence package; or (c) prepares a public notice and draft permit. If the application is for a new facility or if there is significant public interest, the individual organizes and conducts a public hearing. Following the public process, the individual prepares responses to any public comments received and requires additional information/changes from the applicant if necessary to address the public comments. Subsequently, the individual prepares a permit concurrence package for department concurrence and issues the permit upon approval.

SUPERVISORY RESPONSIBILITIES: Supervises the activities of the Solid Waste Landfills Unit within the Solid Waste Section. This includes planning, organizing, coordinating and directing the Unit for the permitting of solid waste disposal activities. This task is accomplished by making work assignments, reviewing subordinates work products, setting performance standards, supporting career development, communicating effectively and providing a positive work environment. Latitude is given for independent administrative and engineering decisions.

PUBLIC MEETINGS, EVENTS and TECHNICAL GUIDANCE TO BUREAU STAFF: Represents the section at meetings, hearings, training seminars and conferences with the public, the regulated community, organizations, consultants, local government officials and other state or federal agencies. Assist in preparing and conducting training seminars for field staff and the regulated community. Provide technical advice in dealing with solid waste disposal and environmental engineering to Bureau of Waste Management personnel for making sound technical decisions and for assuring compliance with state and federal solid waste disposal regulations. This task is accomplished by utilizing knowledge, advanced education, and expertise in the field of environmental and civil engineering as it relates to the design, construction, operations, closure, post-closure care, and corrective action at solid waste disposal facilities.

Education:
Bachelor’s degree in Civil, Environmental or Chemical Engineering (Accredited Program)
Professional engineering license recognized by the Kansas Board of Technical Professions.

Licensing & Certification:

  • Valid Driver’s License – Incumbent is required to have and maintain a valid driver’s license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
  • Incumbent is required to maintain a professional engineering license while in the position.

  • Working towards obtaining an intern engineering certification while in position Engineering Associate Position
  • Engineer in Training or Fundamentals of Engineering Certificate recognized by the Board of Technical Professions
  • Professional Environmental Engineer
  • Professional Engineering License recognized by the Kansas Board of Technical Professions
