Job Description:

The Kansas Department of Health and Environment has an Environmental Program Administrative Supervisor opening in Topeka. This position prepares reports and publications associated with the state Emission Reduction and Mitigation Plan (E-RAMP) which includes coordination and inclusion of greenhouse gas inventories, emission projections, and benefits analyses required by federal grants and trusts such as the Inflation Reduction Act (IRA) programs.

Job Responsibilities may include but are not limited to the following:

Directs the development and implementation of the state Emission Reduction and Mitigation Plan (E-RAMP). Leverages strategies, methods, standards, and federal guidance to implement programs to protect and improve ambient air quality for the citizens of Kansas.

Supervises and manages the activities of the Fees, Grants, and Trusts Unit within the Bureau of Air. Includes the drafting and preparation of budgets, policy documents, contracts, and routine reports related to state and federal fees, grants, and trusts. Provides technical assistance to staff, consultants, and stakeholders to coordinate the implementation of contracts and ensure contracts are completed and maintained in compliance with agency policies as well as state and federal laws.

Develops strategies and protocols to coordinate meetings with stakeholders, state and federal agencies, and other outside entities to develop or sustain relationships for implementing trusts or grants held by the Bureau of Air. Interprets, directs, and coordinates the application of those policies and guidelines with contractors, sub-recipients, and other program staff. Programs include but not limited to the state Emission Reduction and Mitigation Plan (E-RAMP) together with the federal Inflation Reduction Act (IRA), Diesel Emissions Reduction Act (DERA), and Volkswagen Settlement.



The minimum level of education and experience required to perform the job.

  • Bachelor’s degree in environmental, agricultural, or natural sciences/resources and one year of experience in an environmental program/project area.

Licensing & Certification: 

  • Valid Driver’s License – Incumbent is required to have and maintain a valid driver’s license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.

Preferred Qualifications: 

Any additional skills, experiences, or qualifications that would be beneficial, but aren’t strictly necessary.

  • Master’s degree in environmental, physical, social, or agricultural Science; public administration; or similar.
  • Word, Excel, PowerPoint, Access.
  • Proofreading, editing, attention to detail.
  • Ability to assemble data and prepare reports.
  • Ability to communicate information to variety of audiences.
  • Understanding of climate and environmental mitigation.
  • Understanding of fiscal requirements for grants and trusts.
