The Kansas Department of Health and Environment has an Environmental Data Program Manager opening in Topeka. This position will develop, implement, and manage complex Bureau of Environmental Remediation (BER) database software including managing contracts with consultants to develop new, modify and enhance software and database applications.  Incumbent will supervise the maintenance of the software and database.  Highly proficient in data system functionality and plans and coordinates on-site meetings targeting program areas.  Facilitates decisions for all aspects of the program configuration, implementation, and maintenance.  Leads routine meetings with internal and external database configuration teams.  Develops scope of work, change requests, goals, deadlines, and ensures program regulatory requirements are met for data management systems.   Directs testing and verification of system configuration and converted data.  Serves as the bureau subject matter expert to identify, coordinate, and oversee completion of program area configuration tasks in 1) nForm form design, 2) nSpect inspection form configuration, and 3) Document Template design. Serves as primary point of contact with Program, consultants/vendors, and IT for configuration and data conversion issues.  Develop data and report extraction procedures and processes.  Identify system enhancements or corrections that may impact usability or regulatory compliance.  Develop system business rules and priorities for such enhancements.  Responsible for documenting and managing all bug tickets associated with enhancements, issues, or modifications to database software.

Job Responsibilities may include but are not limited to the following: 

Develop, implement, and manage complex BER database software training program for KDHE staff and external users of online data management system.  Work with programs to outreach training opportunities and obtain feedback on database quality and online permitting processes.

Creates a clear vision for use of ArcGIS mapping to support bureau goals.  As the bureau GIS technical lead/coordinator, this position plans, organizes, coordinates, and participates in the development and implementation of the bureau’s GIS program to meet the mapping and end-user service objectives.  Provide expertise, support, assistance, and guidance to organizational staff and external contacts. Work closely with end users to identify GIS requirements, technical issues, and training needs.  Analyze and create business processes and SOPs.  Analyze and optimize current GIS system functions, procedures, and capabilities to determine if improved methods are possible and develop and present proposals for new approaches and options to meet user needs, Analyze, troubleshooting, and resolve GIS application problems.  Communicate with internal and external technical resources to resolve end-user issues and provide guidance to users on methods for correcting reported problems.

Minimum Qualifications:

The minimum level of education and experience required to perform the job.

  • Bachelor’s degree in Information Systems Technology, Computer Science, or relevant field from an accredited college or university; may substitute relevant experience in areas listed.

Licensing & Certification: 

  • Valid Driver’s License – Incumbent is required to have and maintain a valid driver’s license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.

Preferred Qualifications:

Any additional skills, experiences, or qualifications that would be beneficial, but aren’t strictly necessary.

  • Bachelor’s degree in Environmental, Agricultural or Natural Sciences/Resources.
  • Master’s degree in Geography, Information Systems Technology.
  • Word, Excel, PowerPoint, Access.
  • Proofreading, editing, attention to detail.
  • Experience training, developing, and implementing a training program, preferably for data management systems.
  • 2 years grant and consultant administration experience.
  • 4 years’ experience managing projects, grants, or contracts.
  • Education and/or experience in Geographical Information Systems.
  • Education and/or experience in database design.
  • 4 years of environmental experience in development and tracking of environmental data.
