Job Description:

The Kansas Department of Health and Environment has an Environmental Specialist Supervisor (Unit Manager) opening in Topeka. This position performs as unit manager and supervisor of the Site Restoration Unit in the Remedial Section. Supervises the work of Geologists and Environmental Specialists in the Site Restoration Unit. Assists Section Chief in daily operations including internal planning and policy development.  Represents the Department at public hearings and other forums to present information regarding specific site activities. Manages a limited number of projects.  Reviews and evaluates technical investigation work plans, proposals, and groundwater remediation systems.  Evaluates work plans and proposals to ensure compliance with federal and state laws.  Work is based from the KDHE office in Topeka, Kansas.

Job Responsibilities may include but are not limited to the following:

Performs as unit manager and supervisor to plan, coordinate, and oversee the execution of programs assigned to the Site Restoration Unit in the Remedial Section.  Oversee preparation of technical projects, designs, plans, estimates, calculations, inspections, testing, and collection of data for environmentally contaminated projects.  This includes, but is not limited to, program development guidance, public relations, policy development, technical oversight, geologic oversight, tracking of various program elements, dissemination of public information to the public, ranking of priorities, program updates, project tracking staff assignments, contractor oversight, contractor tracking, procurement of contractors and budgeting.  Assist Section Chief in administration of program.  Responsible for assuring consistency, QA/QC, fairness, and follows all agency/bureau/section guidelines and policies.  Responsible for setting and tracking deadlines for document review or technical oversight of sites to staff as defined by the Section Chief.  Programs and/or activities assigned to unit specifically include RCRA Corrective Action; USDA/CCC; Bankruptcies and Long-term Monitoring of Environmental Sites.

Supervises the work of Geology Specialists, Professional Geologists and Environmental Specialists in the Site Restoration Unit in the Remedial Section as assigned by the Section Chief.  This includes making work assignments, setting performance standards, conducting personnel evaluations, setting staff priorities, providing performance feedback to staff, rewarding staff performance appropriately, supporting career development, communicating effectively, stimulating productivity, and providing a creative working environment.  Follow all appropriate federal, state, and agency guidance, policies, regulations, and statutes to accomplish the goals and objectives of the Section.  Assist Section Chief in daily operation which includes internal planning and policy development of assigned programs; makes recommendations to the Section Chief regarding policies and procedures.  Prepare internal tracking and reporting of programs as assigned by Section Chief.

 

Qualifications: 

Education:

The minimum level of education and experience required to perform the job.

  • Bachelor’s degree in geology/hydrogeology/earth science/geoscience or other natural science field.

Licensing & Certification: 

  • Valid Driver’s License – Incumbent is required to have and maintain a valid driver’s license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.

Preferred Qualifications: 

Any additional skills, experiences, or qualifications that would be beneficial, but aren’t strictly necessary.

  • Master’s degree in geology/hydrogeology/earth science/geoscience or other natural science field.
  • Word, Excel, PowerPoint, Access.
  • Proofreading, editing, attention to detail.
  • Ability to use personal protective equipment.
  • 2 years’ experience of ArcGIS mapping.
  • 2 years’ experience of sampling and logging experience.
  • 2 years’ experience of data evaluation.

Post-Offer, Pre-employment Requirements:

  • Must pass a physical which certifies the individual can work in the necessary personal protective equipment. Job does require physical activities involved with essential functions of the job.
