Job Description:

The successful candidate will have the skill set and experience necessary to manage and direct all operations of the Indiana Cable & Broadband Association (ICBA), and the ability to drive consensus and work collaboratively with the ICBA’s Board of Directors and membership to develop and implement the Association’s short and long-term strategic policy and operational goals.

As Executive Director, you will:

Advocate:

  • Develop, implement, and coordinate the Association’s strategy for Indiana state government affairs, including fostering relationships with policymakers and Indiana state agencies and engaging in the legislative and rulemaking processes.
  • Lead industry public-private partnership development, including championing member participation in Indiana’s Next Level Connections broadband grant program, NTIA’s Broadband Equity Access and Deployment program, and initiatives through the Office of Community & Rural Affairs Indiana’s Broadband Office, and other Indiana state agencies.
  • Create and recommend political action giving proposals and plans.

Communicate:

  • Serve as the primary spokesperson for industry through media inquiries and legislative hearings and coordinate public affairs strategies amongst membership.
  • Maintain effective grassroots relationships with state, local, and third-party organizations.

Administer:

  • Direct daily operations of the Association’s office
  • Prepare Association budget, including financials and membership initiatives.
  • Maintain and grow the organization’s membership and create educational opportunities for members, associate members, and vendors.
  • Collection of industry data to support association activities.

Minimum Qualifications:

  • Bachelor’s degree or equivalent
  • 5-10 years’ experience lobbying or working with the Indiana General Assembly and Indiana state agencies.
  • Strong strategic thinking and leadership skills
  • Ability to work collaboratively and drive consensus with the Board of Directors, members, staff, and lobbying team.

Preferred Qualifications:

  • Advanced degree in public administration, law or similar field
  • Experience in the cable or other regulated industry, government, public policy or legislative arenas including on broadband-related issues, as well as experience with government grant processes.
  • Understanding on key broadband related policy matters; e.g., ROW issues, pole attachment reform, state and local broadband funding programs (specifically, Next Level Connections (NLC) and the Broadband Equity Access and Deployment {BEAD) program, among others)
