Job Description:

Conducts financial, administrative, and operational compliance reviews for the Kansas Department of Commerce for the purpose of complying with Federal Office of Management and Budget Guidance

Performs studies and analyses of organization policies, procedures, administrative practices, and operations. Analyzes problems, gathers data and information to determine whether the organizations are performing in accordance with federal, state, and local rules and regulations.

Programs within the review area include but are not limited to: WIOA (Workforce Innovation and Opportunity Act), Wagner-Peyser, United States Department of Labor (USDOL) discretionary grants and other funded programs at both the state and local level.

Performs follow-up reviews to determine if recommendations presented in reports have been implemented satisfactorily. Explains and interprets laws, rules, regulations, and policies germane to the federal/state origin of funds being expended and provides policy guidance and recommendations to Commerce’s managers, program directors, office supervisors and local boards.

Makes presentations on behalf of Legal Services to Commerce’s Corrective Action Board or its chairperson, or others that may include recommendations for program improvements, interpreting local and/or federal regulations with particular emphasis on local area program delivery operations, policies, and procedures

Works with Workforce Development Division and Fiscal Unit to identify weaknesses in internal controls, cash management processes, cost allocation plans, cost allowability determinations, procurement, and financial management processes affecting the accounting and budgeting system.

Performs ongoing reviews of subrecipient A-133 independent financial audits to verify each subrecipient is audited as required by Office of Management and Budget Uniform Guidance 2 CFR Part 200 Subpart F.

Performs ongoing review of KANSASWORKS State Board and Local Workforce Development Board meeting minutes to stay up to date with grant and program administration.

The position requires 20% in-state, overnight travel

Minimum Qualifications:

  • One year of experience in planning, implementing and monitoring activities relevant to the agency’s programs.
  • 12 credit hours in business administration, statistics or economics can be substituted for experience.
  • Knowledge of federal and state laws and regulations governing area of this position, principles and techniques of planning, methods of planning and implementing programs; and KQM methods of process analysis and customer expectation identification.
  • Ability to travel.
