Job Description:

The Kansas Department of Health and Environment has a Grants Compliance and Monitoring Lead opening in Topeka. The Grants Compliance and Monitoring Lead will ensure agencies that receive funds through KDHE have adequate fiscal and management controls to provide accountability for revenues, expenditures, assets and liabilities, and are in compliance with Kansas statutes, regulations, KDHE policy and standards, as well as generally accepted accounting principles. The position will also monitor the administrative activities of KDHE through periodic review and appraisal of accounting, administrative, and operational controls.

Job Responsibilities may include but are not limited to the following:

Oversees and conducts financial and performance audits to ensure compliance with statutes, regulations, KDHE policies and standards, as well as generally accepted accounting principles. Prepares and reviews written reports summarizing audit findings and recommending corrective action to agency officials and others as determined by internal procedures. Prepares work papers to support audit findings and audit work performed.

Monitor the administrative activities of KDHE through periodic reviews and appraisals of accounting, administrative, and operational controls.

Develop and maintain KDHE policy and standards governing audit processes and procedures that ensure agencies that receive funds through KDHE have adequate fiscal and management controls. Develop and maintain KDHE policy and standards governing audit processes and procedures to ensure internal KDHE compliance and accountability to Kansas statutes, regulations, KDHE policy and standards, as well as generally accepted accounting principles.

Qualifications: 

  • Five (5) years experience in examining internal work processes, financial and operational records and controls to assess the effectiveness, accuracy of records, and compliance with statutes regulations and professional/legal standards

Education:

The minimum level of education and experience required to perform the job.

  • Bachelor’s Degree in Accounting, Auditing, Business Administration, or related field

Licensing & Certification: 

  • Valid Driver’s License – Incumbent is required to have and maintain a valid driver’s license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State

Preferred Qualifications: 

Any additional skills, experiences, or qualifications that would be beneficial, but aren’t strictly necessary.

  • Master’s degree in Accounting, Auditing, Business Administration, or related field.
  • Word, Excel, PowerPoint, Access
  • Proofreading, editing, attention to detail
  • Ability to assemble data and prepare reports
  • Ability to present information clearly and concisely
  • Ability to read, understand, and interpret federal regulations and requirements
  • Knowledge of Generally Accepted Accounting Principles (GAAP), practices & standards
  • Knowledge of, or experience with general ledgers and cash reconciliation
  • Experience & ability to detect and reconcile discrepancies in financial records
  • Knowledge of, or experience with budget and procurement practices and procedures
  • Ability to analyze and interpret financial information & to recommend appropriate corrective action
  • Knowledge of Uniform Guidance for Federal Awards

Salary Range

$ 69,000 to 85,000
