Position Summary & Responsibilities:

Position Summary: Tracks legislation of interest to the patrol and provides information relative thereto to the immediate supervisor, troop commander and senior staff. Drafts and provides legislative testimony and security as necessary. Attends and monitors legislative hearings as directed. Assists the Legislative Liaison with tasks during the legislative session. Interacts with Kansas Legislators on behalf of the Kansas Highway Patrol and relays pertinent information to the immediate supervisor, troop commander, and senior staff on legislative matters. Completes special projects as assigned by the immediate supervisor, troop commander, and senior command staff members related to the patrol’s primary mission of traffic safety as outlined in the mission and goals statement. Serves as a resource and provides support to staff on patrol related issues and legislation. Attends meetings as directed by the immediate supervisor or troop commander.

Qualifications:

Education: High School Diploma or GED equivalent.

Licensing & Certification: Valid Driver’s License.

Necessary Special Requirements: One year of experience in composing credible testimony for legislative purposes, and legislative hearing proceedings.
Must be able to prepare credible testimony for legislative purposes. Knowledge of state and federal statutes and courtroom proceedings. Must have skills and abilities to deal with people effectively on a daily basis in less than ideal situations. Ability to remain calm and in control during legislative meetings. Excellent written and oral communication skills are mandatory. The ability to perform within a diverse work environment.
Time management skills are essential as is the ability to provide credible testimony in court or before the Legislature and other bodies. Attention to detail and proof-reading skills are also necessary. Employee must display strong organization and communication skills.
Position requires incumbent to be knowledgeable of agency business, policies, procedures, and possess the ability to think conceptually.

Preferred Qualifications: Formal training and/or experience with Kansas Statutes, legislative testimony, and the legal system.

Ability to sit, walk, stand, stretch, twist, reach out with body, arms and legs; listen, comprehend, respond, speak clearly and concisely in person and on the telephone; repeatedly bend, stoop, lift lightweight materials up to 40 lbs, sit for long periods of time, move in confined areas, and perform repetitive motions with one or more extremity.
