Job Description:

The Kansas Department of Health and Environment has a Manager of Federal Reporting & Administrative Payments opening in Topeka. This position will play a crucial role in overseeing and administering the $3 billion+ Kansas Medicaid program (KanCare) providing vital healthcare services to approximately 350,000 to 450,000 citizens annually.  The individual selected to fill this position will be required to have expertise in Medicaid Cost Allocation Plans, a thorough understanding of complex federal funding regulations, and in-depth knowledge of fund accounting rules.

The candidate selected will be charged with supervising and leading the team responsible for Medicaid Administration Funding, including responsibilities for; Creation and submission of the KDHE DHCF Cost Allocation Plan (CAP) for the Single State Medicaid Agency. The candidate will also be responsible for oversight of cost allocation documentation and requirements for other state agencies with Medicaid Administration expenditures.

Job Responsibilities may include but are not limited to the following:

  • Medicaid Administration Funding: Supervise and lead team responsible for Medicaid Administration Funding. Responsible for creation and submission of the KDHE DHCF Cost Allocation Plan (CAP) for the Single State Medicaid Agency.  Responsible for oversight of Cost Allocation documentation and requirements for other state agencies with Medicaid Administration expenditures.  Responsible for the KDHE DHCF funding table creation and update to align with the KDHE CAP.  Provide expert knowledge on coding, funding, and reporting requirements for State only, CHIP and Medicaid administration payments.  Provide detailed coding for payment of complicated vendor contracts.  Requires in-depth knowledge of fund accounting rules, the KDHCF DHCF Cost Allocation Plan, and federal funding regulations.  Responsible for reconciliation of SMART expenditures to federal reports for Medicaid and CHIP administration, including overhead.  Responsible for required journal vouchers or adjustments related to Medicaid and CHIP administration vouchers and overhead funding.
  • Medicaid and CHIP Administration Expenditure Reporting (CMS 64, 21): Supervise and lead team responsible for quarterly federal reporting including the CMS 64 and CMS 21 for Medicaid and CHIP administration expenditures. Lead the team for reporting changes including the move from the MBES to the MACFin reporting system.  Lead the team on any reporting changes needed for legislative &\or programmatic changes.  Compile data on administration expenditures for reporting and prepare complete, sufficient, and detailed supporting documents.  File required reports including the CMS 64 and CMS 21 in the federal reporting systems.  Complete requests for data, explanations for variance analysis and answer/address audit questions.  Provide support to Program and Project Managers regarding Advanced Planning Document (APD) expenditure balances and other requirements to fall within federal allotments.  Complete necessary steps in the SHaRP payroll system to ensure accurate payroll funding and obtain required reports.
  • Medicaid and CHIP Administration Estimating (CMS 37, 21B): Supervise and lead team responsible for quarterly federal reporting including the CMS 37 and CMS 21B for Medicaid and CHIP administration estimates. Lead the team for identifying and submitting Medicaid Administration supplemental requests.  Compile data on administration expenditures for reporting and prepare complete, sufficient, and detailed supporting documents.  File required reports including the CMS 37 and CMS 21B in the federal reporting systems.  Complete requests for data, explanations for variance analysis and answer/address audit questions.  Requires coordination with KDHE, KDADS, DCF and DofA OPA program managers, project managers and fiscal staff.

Minimum Qualifications:

Two years of experience in planning, organizing, and directing the work of a department, program, or agency.

Education:

  • High School, GED

Licensing & Certification:

  • Valid Driver’s License – Incumbent is required to have and maintain a valid driver’s license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.

Preferred Qualifications:

Any additional skills, experiences, or qualifications that would be beneficial, but aren’t strictly necessary.

  • Bachelor’s Degree in Accounting, Finance, Business Management.
  • Master’s Degree in Accounting, Finance, Business Management.
  • Word, Excel, PowerPoint, Access.
  • Proofreading, editing, attention to detail.
  • Two (2) years of experience with using SMART Accounting System.
  • Five (5) years of experience in Medicaid Financial Management.
  • Experience with managing CMS Federal Reporting Requirements.
