Operations Team Supervisor (212436)

  • The Kansas Department of Health and Environment has an Operations Team Supervisor opening in Topeka. This position will assist with setting the direction for the Preparedness Operations team through planning, organizing, and directing the day-to-day operations of staff supervised. This includes management and updating Preparedness Program plans, guidance, procedures, and protocols. This position works closely with and assists the Preparedness Section Director to ensure the Preparedness Program is meeting federal grant requirements. Supervise Preparedness Program Operations staff who assist with the MCM state program and ORR requirements to ensure all requirements are met. Oversee agency and sub-awardee exercise and training planning, conduct, and evaluate, inventory tracking, and operations. Assist the Grants Team Supervisor with the HPP federal reporting requirements. Assist with the PHEP federal reporting requirements as needed. Review updated preparedness manuals and send to the Preparedness Section Director for final review. Job Responsibilities may include but are not limited to the following: Provide leadership to the Preparedness Operations Team staff members by answering questions, providing direction, support, and resources on a daily basis. Complete performance evaluations, assist with hiring. Ensure staff are tracking and documenting all reporting requirements based on grant awards; interpret federal guidelines. Work with the KDHE Healthcare-Associated Infections and Antimicrobial Resistance Section to implement the NHSN Connectivity Initiative. Work with other divisions and programs to ensure that their activities align with the cooperative agreements and provide technical assistance as needed. Ensure partners are tracking and documenting all reporting requirements based on grant awards; interprets federal guidelines and state and federal laws related to the PHEP and HPP Cooperative agreements. Minimum Qualifications The minimum level of education and experience required to perform the job. Qualifications Education: • High School, GED Licensing & Certification: • Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State. Minimum Qualifications: • Two years of experience in planning, organizing, and directing the work of a department, program, or agency. • Two years of experience in Emergency Management, PHEP, or HPP program experience. Preferred Qualifications Any additional skills, experiences, or qualifications that would be beneficial, but aren't strictly necessary. Preferred Qualifications: • Bachelor’s degree in public health, emergency management, emergency services, health sciences, or environmental sciences. • Two years of experience in project management. • Two years of experience in program management. • Two years of experience working for state or local government. • Accurately interpret technical guidance and correctly apply and teach in understandable format. • Identify and analyze problems, select, and implement solutions using sound principles. • Ability to establish and maintain positive and professional relationships with multiple partners. • Knowledge of Homeland Security Exercise Evaluation Program (HSEEP) guidance and principles. • Ability to work calmly and effectively during stressful conditions. • Strong collaboration and team building skills. • Communication and interpersonal skills. • Experience with procedure or standard operating guide development. • Experience with emergency or resource management. • Proofreading, editing, attention to detail. • Word, Excel, PowerPoint, Access.
