Job Description:

The position (K0230140) Manage payroll system and provide technical expertise for KDHE. Ensure the payroll function processes accurately and within established deadlines which includes, but is not limited to, auditing payroll transactions and reviewing reports to ensure that employees are compensated correctly and have received deductions appropriately; identify errors and process adjustments and/or supplementals as necessary to correct errors; coordinate with A&R Payroll on refunds and adjustments that cannot be entered by KDHE; process on-line arrearages; and resolve problems with benefits, complex work schedules, holiday pay, additional hours, overtime, leave usage, etc.  Prepare and send out notices of group health insurance premium arrearages and work with employees to determine payback schedules.  If discover issues with insurance deductions, work closely with SEHP to resolve issues. Work with Chief Fiscal Officer and coordinate submission of recommendation for unclassified merit increases to Division Directors.  Advise on Time and Leave, Holidays, Overtime/Comp Time, Inclement Weather

Job Responsibilities may include but are not limited to the following:   Enter terminations, resignations, and retirements into SHaRP ensuring that direct deposit of pay is cancelled at the appropriate time to allow for accurate and timely payroll processing.  Enter appropriate appointment information into SHaRP ensuring that employee data, direct deposit, and KPERS are entered accurately and timely. Verify appointment information and work with DofA, OPS, and/or previous employing agency to resolve problems with appointments and/or benefits. Create employee timesheet in SHARP. Figure length of service for new hires and returning retirees.

Minimum Qualifications:

  • Two years of experience in planning, directing, organizing, managing, or administering personnel or human resources functions with an emphasis in payroll processing.

Education:

  • High School, GED

Licensing & Certification:

  • Valid Driver’s License – Incumbent is required to have and maintain a valid driver’s license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.

Preferred Qualifications:

Any additional skills, experiences, or qualifications that would be beneficial, but aren’t strictly necessary.

Preferred Qualifications:

  • Bachelor’s Degree in Public Administration or Human Resources
  • Word, Excel, PowerPoint, Access
  • Proofreading, editing, attention to detail
  • Ability to interpret/apply state regulations and statutes.
  • Knowledge of the Kansas Civil Service Act
  • Thorough knowledge of state leave regulations
  • State payroll processing experience including working in SHARP and with SMART implementation changes for Time and Labor.
  • Two years of state time and leave entry experience.
