Job Description

The position (K0235111): Serves as the central point of contact to assist bureaus and/or programs with the development of contractual agreements ensuring that mandatory terms and provisions are incorporated as appropriate.  Provides guidance to agency staff on required supplemental documentation or approvals that may be required prior to execution of the contract agreement to ensure compliance with State Procurement and Accounting policies.  Consults with the Director of Procurement as necessary to ensure that all requirements have been met prior to releasing the contract into concurrence.  Reviews contract amendments per established procedures documenting the changes being made to the original agreement to determine what if any supplemental documentation or approvals are necessary to ensure compliance with State Procurement and Accounting policies.

Job Responsibilities may include but are not limited to the following:   Facilitates and administers the routing of contractual agreements, grant applications and all other documents requiring the Secretary’s signature through DocuSign.  Monitors documents through the approval process.  Provides weekly dashboard reports to assigned Bureaus to update them on the routing status of agreements or grant applications originating within their Bureau.

Minimum Qualifications

  • Two years of experience in procuring commodities and services which includes preparing order specifications, estimates, bids, contracts, and awarding contracts.

Education:

  • High School, GED

Licensing & Certification:

  • Valid Driver’s License – Incumbent is required to have and maintain a valid driver’s license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.

Preferred Qualifications

Any additional skills, experiences, or qualifications that would be beneficial, but aren’t strictly necessary.

  • Word, Excel, PowerPoint, Access
  • Proofreading, editing, attention to detail.
  • 3 years current experience working with agency accounts payable and purchase orders.
  • Experience utilizing a personal computer and knowledge of spreadsheets and word processing.
  • knowledge of Department of Administration policies and procedures
  • 3 years’ experience in general accounting
  • Excellent oral and written communication skills
  • Knowledge of and completed training using the Statewide Management and Reporting Tool (SMART) system.
