Job Description:

The Kansas Department of Health and Environment has a Program Consultant opening in Topeka. This position reviews and approves applications for operator examinations, reviews and approves operator renewals.  Issues operator certificates and renewal certificates in accordance with regulatory requirements for work experience and education.  Processes and tracks payments for operator exams, operator renewals and wastewater permit.

Job Responsibilities may include but are not limited to the following:

Database administrator for the operator certification database.  Duties include records management control for certification renewal, testing and training information, analyzes and interprets data through complex queries in response to data requests. Maintains operator certification database linkages with the Safe Drinking Water Information System (SDWIS) and the Kansas Environmental Information System (KEIMS).  Enters and analyzes data for generation and evaluation of operator certification exams.

Coordinates the daily activities of the water and wastewater operator certification program.  Duties include coordinating with federal, local, and private industry officials to ensure that public water supply systems and wastewater treatment facilities are under the supervision of an appropriately certified operator.  Interprets statutes, regulations and program policies regarding training and certification requirements to the public, including operators, elected officials and private sector managers.

Preparation of exam packets and proctoring at exam locations.  Involves infrequent overnight travel to administer examinations.

Qualifications: 

  • Six months of experience in planning, implementing, and monitoring activities relevant to the agency’s programs. Education may be substituted for experience as determined relevant by the agency.

Education:

The minimum level of education and experience required to perform the job.

  • High School, GED

Licensing & Certification: 

  • Valid Driver’s License – Incumbent is required to have and maintain a valid driver’s license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.

Any additional skills, experiences, or qualifications that would be beneficial, but aren’t strictly necessary.
