Job Description and Responsibilities:

Our agency is led by Secretary Janet Stanek, who was appointed by Gov. Kelly in Dec 2021. KDHE is comprised of three divisions: Public Health, Environment, and Health Care Finance (which includes the State’s Medicaid program, KanCare). We are the only agency in the nation to have these three entities under one roof which allows us to take a holistic approach to improving and protecting the health and well-being of all Kansans.

The Kansas Department of Health and Environment has a Project Manager opening in Topeka. Nutrition and WIC Services is seeking a System and Data Manager at the State Agency. This position will serve as the program liaison between Kansas WIC staff and members of the Multi-State Consortium, the MIS Operations and Enhancement Contractor, the MIS Project Management Contractor and other related contractors and the USDA. Manage and monitor successful work processes between Kansas and contractors. Manage the Kansas procurement process for new, renewing, and amending MIS related contracts. Facilitate the review of contractor work and related invoices and recommend final acceptance and payment. When necessary, escalate contract compliance issues to management for resolution. Oversee the payment of invoices for MIS related contractors, working with the NWS Administrative Specialist.

Job Responsibilities may include but are not limited to the following:

Working with the MIS Project Management contractor, facilitate and manage all changes to the MIS to ensure that system requirements are identified, documented and are clear, verifiable, and testable. Facilitate the full participation of Kansas staff in external meetings with MSC members and MIS related contractors. Meetings include, but are not limited to, design, status, work group, testing and MSC summits. Facilitate the review and approval of documents required by the Change Control Process and USDA requirements, including Handbook 901. Work closely with the assigned KDHE IT project manager to ensure compliance with the State of Kansas IT Project Management methodology, standards, policies, and Kansas KITO requirements, when applicable.  Facilitate Kansas user acceptance testing, review test results, and recommend approval for all MIS releases to production.

Serve as the “Subject Matter Expert” on the general functionality of and data available through the WIC Management Information System (MIS) commonly called KWIC. Facilitate internal meetings and other communications with Kansas WIC staff in matters related to the MIS and related program data. Act as the data and technology resource for the Nutrition and WIC Services section. Provide MIS and general technology training as needed. Assist WIC program staff in accessing and understanding available system data and in requesting access to new data fields already in the system or fields that need to be added to the system.

Qualifications: 

Education:

The minimum level of education and experience required to perform the job.

  • High School, GED

Licensing & Certification: 

  • Valid Driver’s License – Incumbent is required to have and maintain a valid driver’s license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.

Minimum Qualifications: 

  • Four years of experience in analytical work of a department, program, or agency.

Preferred Qualifications: 

Any additional skills, experiences, or qualifications that would be beneficial, but aren’t strictly necessary.

  • Bachelor’s degree in Business Admin, Information Technology
  • Word, Excel, PowerPoint, Access
  • Proofreading, editing, attention to detail
  • Knowledge in recordkeeping and reporting
  • Ability to write reports, requests for funding, etc.
  • Establish and maintain effective working relationships
  • Ability to communicate skillfully both orally and in writing
  • Two years experience working independently in deadline situations
  • Two years experience in policy and procedure development, implementation, and evaluation
  • Four years experience in non-technical management of technology projects
  • Four years experience in management including analysis and preparing management reports
