Job Description:

PSE – Elderly & Disabled Medical Program Manager (K0229864) Program Management: Develop program policy through interpretation of federal and state laws, regulations, federal guidelines, and directives from KDHE leadership. Analysis of regulation and policy changes and impacts to staffing, systems, fiscal, and stakeholders.  Identify needed regulatory changes and prepare regulations necessary to effectuate new program policy.  Identify and determine program options and initiatives to meet KDHE goals and present to leadership.  Develop and coordinate with Clearinghouse operations policy and process plans.  Operationalize those plans and issue written and verbal directions to state and contracted eligibility staff.  Instructions may be in the form of memorandums, policy manuals or other directives.  Direct staff regarding program and policy implementation and management to maintain uniform policies.  Program directives are made through direct consultation, correspondence, management meetings, policy manual, program clearances, and other official communication.  Responsible for answering Medicaid policy questions.  Coordinates review of all trusts, annuities, and similar financial instruments.   Provides direct guidance to staff regarding the treatment of such resources.    Research policy issues and proposed changes and provides recommendations and results back to appropriate staff; this may include KDHE Senior Leadership, line staff, or other program staff.

Job Responsibilities may include but are not limited to the following:

Coordination: Coordinate with internal and external partners and stakeholders to facilitate program operations. Partners include but are not limited to the Department of Children and Families, the Kansas Insurance Department, and the Kansas Department of Aging and Disability Services, Social Security Administration, MCOs, Centers for Medicare and Medicaid Services. Responsible for answering policy questions from eligibility staff and internal/external partners.  Provide direction to contractors regarding eligibility initiatives.  Provide input and direction regarding the design and use of automated systems that support medical assistance programs, such as Kansas Eligibility Enforcement System (automated batches, interfaces with Federal Hub/other contractors, updating the rules engine, notice of action development), the Medicaid Management Information System (automated batches, special reports), the new Kansas Medicaid Management System (participation in design sessions, evaluation) , Asset Verification System and other current/future system enhancements.  Coordinates with legal staff as necessary to provide guidance on trusts, annuities, contracts for care, deeds, investments, and other financial instruments.  Provides expert testimony in fair hearings as needed.

Minimum Qualifications:

  • One year of experience in planning, organizing, and directing the work of a department, program, or agency. Education may be substituted for experience as determined relevant by the agency.

Education:

  • High School, GED

Licensing & Certification:

  • Valid Driver’s License – Incumbent is required to have and maintain a valid driver’s license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
