Job Description:

The Kansas Department of Health and Environment has a Public Health Nurse II opening in Wichita. This opening is for the Early Detection Works (EDW) Central Regional Nurse. EDW is the free breast and cervical cancer screening program for un/under insured Kansans.  This position is in KDHE’s South Central Regional office in Wichita, KS.  The EDW Central Regional Nurse position operates Monday-Friday with full state benefits.  If you are passionate about breast/cervical cancer, join our team making positive strides reducing late-stage diagnosis and mortality from breast and cervical cancer!

Job Responsibilities may include but are not limited to the following:

Program Monitoring: Reviews all client specific data submitted via electronic data system by the contracting providers for accuracy, completeness, and provision of appropriate clinical services to ensure services are following CDC protocols and policies for breast and cervical cancer screening and diagnostic services. Review of client data and clinical recommendations includes:

1) Ensure submitted data is complete. 2) Ensure payment requests are accurate based on current reimbursement rates. 3) Ensure screening and diagnostic services follow CDC policy and procedures. 4)Respond to electronic communications and telephone calls within 4 business days. 5) Documents and coordinates referral to the Kansas Medicaid program for treatment for all Kansas resident women enrolled EDW receiving a breast and/or cervical cancer diagnosis in a timely manner and in accordance with the current treatment act agreement between EDW and the Kansas Medicaid program. 6) Coordinate availability of referral for non-resident women receiving a breast/cervical cancer diagnosis. 7) Enters data, monitors, and reconciles reports in the electronic data system for MDE submissions.

Case Management and Patient Navigation: Regional Nurse provides routine case management via communication with contracted providers for abnormal breast and cervical test results using the electronic data system Catalyst120 to assure patients receive recommended diagnostic testing in a timely manner. EDW Patient Navigation includes explanation of diagnostic services, timely referral for diagnostic services, and interactions with physicians, clinic staff and social workers. Assure that eligible clients who receive EDW services and need treatment are referred to the state Medicaid program in a timely manner and in accordance with the current Treatment Act agreement between EDW and the state Medicaid program.

Minimum Qualifications:

  • Three years’ experience in nursing.

Education:

  • Licensed as a Registered Nurse (RN) or Licensed Practical Nurse (LPN) in the State of Kansas.

Licensing & Certification:

  • Valid Driver’s License – Incumbent is required to have and maintain a valid driver’s license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.

Preferred Qualifications:

Any additional skills, experiences, or qualifications that would be beneficial, but aren’t strictly necessary.

  • Bachelor’s degree in nursing.
  • Associate degree in nursing.
  • 12 semester hours public health courses.
  • BSN, ADN, or LPN prepared nurse with three years’ experience with community coalitions or strategic planning, conducting case review and/or patient navigation, program administration including planning, implementation, and evaluation.
  • One year of experience working with culturally/ethnically diverse populations.
  • Basic understanding of evidence-based health promotion strategies.
  • ADN or LPN with three years nursing experience.
  • One-year experience with community coalitions or strategic planning.
  • Studied in nursing education or have experience conducting case review and/or patient navigation.
  • Two years’ experience with administration including planning, implementation, and evaluation.
  • Aware of public health principles including primary/secondary prevention.
  • Demonstrated ability to establish and maintain constructive relationships with community agencies.
  • Basic knowledge of medical coding, billing, or payment systems.
  • Bilingual in Spanish preferred.
  • Excellent written and verbal communication skills.
  • Basic understanding of patient navigation principles.
  • Ability to plan/implement health promotion strategies.
  • Knowledge of evidence-based health promotion strategies.
  • Proofreading, editing, attention to detail.
  • Word, Excel, PowerPoint, Access.
