Our agency is led by Secretary Janet Stanek, who was appointed by Gov. Kelly in Dec 2021. KDHE is comprised of three divisions: Public Health, Environment, and Health Care Finance (which includes the State’s Medicaid program, KanCare). We are the only agency in the nation to have these three entities under one roof which allows us to take a holistic approach to improving and protecting the health and well-being of all Kansans.
The Kansas Department of Health and Environment has a Public Service Administrator opening in Topeka. This position will be responsible to organize and manage the Bureau of Waste Management’s Solid Waste, Waste Tire, and Household Hazardous Waste grant programs. Similar grant programs may also be included in the duties of this position. Duties necessary for these programs include: coordinating the application submittal and review processes, providing application summaries to solicit funding recommendations from the advisory board(s) & arranging and convening the advisory board(s) for the respective grant scopes. Review and analyze affidavits of expenditures for each grant contract based upon grant program guidelines and make recommendations for approval or disapproval of expenditures to program managers. Develop, compile, and analyze grant program summaries. Prepare reports documenting performance and activities of programs. Plan, organize, and direct this environmental program to ensure policies and procedures are followed. Additionally, this position will be responsible to perform grant audits, visiting a majority of grant awardees from previous year(s) to determine and document equipment usage and to ensure grant participation requirements are being followed. Position will work with and serve as the backup for Education & Outreach programs. Position will serve on a team-oriented unit and will be involved with various types of grant obtainments for the agency and will be expected to work with others as team unit.
Job Responsibilities may include but are not limited to the following:
Organize and manage the Bureau’s Solid Waste grant program which run from March through September. This grant program averages four to five hundred thousand dollars of Solid Waste Management Fund expenditures per cycle. Duties necessary for these programs are coordinating the application submittal and review processes, including the convening the Governor’s Solid Waste Grants Advisory Board and providing application summaries to solicit their funding recommendations. Additionally, Maintain and manage the Household Hazardous Waste grant program which runs year-round and averages a several thousand dollars per year. Review and analyze affidavits of expenditures for each grant contract based upon grant program guidelines and make recommendations for approval or disapproval of expenditures to program managers. Develop, compile and analyze grant program summaries. Prepare reports documenting performance and activities of programs. Plan, organize, and direct this environmental program to ensure policies and procedures are followed.
Organize and manage the Bureau’s waste tire grant program which runs from November through June. This grant program averages $480,000 of Waste Tire Fund expenditures annually. Duties necessary for these programs are coordinating the application submittal and review processes, including the convening the Governor’s Solid Waste Grants Advisory Board and providing application summaries to solicit their funding recommendations. Review and analyze affidavits of expenditures for each grant contract based upon grant program guidelines and make recommendations for approval or disapproval of expenditures to program managers. Develop, compile, and analyze grant program summaries. Prepare reports documenting performance and activities of programs. Plan, organize, and direct this environmental program to ensure policies and procedures are followed.
Perform audits on a large majority of grant awardees to ensure grant expenditures are meeting retainment and other required items of the grant agreements. This will require occasional travel in a state or rental vehicle with some possible overnight trips.
Qualifications:
Education:
The minimum level of education and experience required to perform the job.
- High School, GED
Licensing & Certification:
- Valid Driver’s License – Incumbent is required to have and maintain a valid driver’s license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
Minimum Qualifications:
- Two years of experience in providing direction necessary to implement the objectives of an agency, program, or organizational unit. Education may be substituted for experience as determined relevant by the agency.
Preferred Qualifications:
Any additional skills, experiences, or qualifications that would be beneficial, but aren’t strictly necessary.
- Four years of experience in business administration, program management, and/or data management. An Associate degree in business administration or related field, or a Bachelor’s degree with a minor in business administration or related field, may be substituted for the required experience.
- Coursework in Business Administration and/or Computer Science
- Database management experience, including one or more of the following: designing/implementing/modifying information management systems, including the development of inputs and outputs; evaluating data inputs and data outputs to ensure accuracy; creating reports to extract data Word, Excel, PowerPoint, Access
- Proofreading, editing, attention to detail
- Utilize reporting software such as Crystal Reports
- Experience administering a fee payment and/or data collection program
- Experience conducting audits
- Ability to interpret and apply laws and regulations
- Excellent communication skills
