Job Description and Responsibilities:

Our agency is led by Secretary Janet Stanek, who was appointed by Gov. Kelly in Dec 2021. KDHE is comprised of three divisions: Public Health, Environment, and Health Care Finance (which includes the State’s Medicaid program, KanCare). We are the only agency in the nation to have these three entities under one roof which allows us to take a holistic approach to improving and protecting the health and well-being of all Kansans.

The Kansas Department of Health and Environment has a Registered Nurse Public Health Policy Analyst opening in Topeka. Develops policies for assigned Medicaid programs through interpreting federal and state regulatory and statutory guidance, agency goals and administrative and legislative directives regarding such programs. Interprets, directs, and coordinates the application of policies and guidelines through the Medicaid fiscal contractor, contracted managed care organizations and providers.

Job Responsibilities may include but are not limited to the following:

Manages Kansas Medicaid programs as assigned.  Examines relevant data, reimbursement, and coverage issues for effectiveness, efficiency, and quality.  Uses various stakeholders for input into future services.  Uses federal, state, and agency policies, procedures, and applicable agency objectives to plan services.  Incorporates evidence based best practice guidelines into policy development.  Recommends improvements for assigned programs and services to achieve short-term and long-term goals that align with agency objectives.

Participates in the oversight of the KanCare Managed Care Organizations through the desk and onsite review process.  Reviews and provides feedback on KanCare Reports as assigned.

Participates as a member of the clinical team in review of HCPCS, CPT, ICD-10 update processes and interagency review committees as assigned.

Represents the agency to the public, providers and consumers through phone, electronic or in person contacts. Works collaboratively with the Managed Care Organizations, KDHE Public Health and other agencies.

Qualifications: 

Education:

The minimum level of education and experience required to perform the job.

  • Eligible to be licensed as a Registered Nurse (RN) in the State of Kansas and one year of experience in registered nursing.

Licensing & Certification: 

  • Valid Driver’s License – Incumbent is required to have and maintain a valid driver’s license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
  • Must be currently licensed as a Registered Nurse in the State of Kansas.

Preferred Qualifications: 

Any additional skills, experiences, or qualifications that would be beneficial, but aren’t strictly necessary.

  • Two years of experience in planning, implementing, and monitoring activities relevant to the agency’s programs. Education may be substituted for experience as determined relevant by the agency.
  • Bachelor’s degree in Nursing
  • Word, Excel, PowerPoint, Access
  • Proofreading, editing, attention to detail
  • Ability to gather relevant information
  • Analyze data and present in clear and concise reports
  • Interpret regulations/policies
  • Independent judgment
  • Communicate effectively both orally and in writing
  • Knowledge of diagnostic codes
  • Public health or maternal child health program experience a plus
